Order V., r. 4 of the County Court Rules, prescribing the time within which an appeal case must be transmitted to the Supreme Court, is ineffectual, no penalty being provided for noncompliance. The Rules cannot impose a condition precedent upon a right of appeal clearly given by the Act.
