S60(1) of the Public Service Act 1974 provides that where it appears to the permanent head of a government department that an officer of his department is guilty of an offence, "he may after giving the officer an opportunity of submitting an explanation charge the officer with the offence and may suspend the officer from duty". S60(2) requires that a charge under subs(1) "shall be in writing and contain particulars of the alleged offence". S63(1) empowers a permanent head to hear and determine charges against officers in his department.
