The appellant constituted the Police Complaints Authority which had power,
pursuant to the Police Regulation Act 1958, to receive and, in certain
circumstances, to investigate complaints about the conduct of members of the
police force.
The appellant received information that persons wished to complain about the
conduct of police who conducted a raid on a hotel. The appellant caused to be
displayed in the hotel and elsewhere a notice which invited the public to
provide information about the conduct of the police. The notice advised that
officers of the Authority would attend at the hotel for that purpose.
The respondent police officers obtained an injunction restraining the
appellant from distributing the notice or inviting the public to provide
information or make complaints or investigating the matter. On appeal to the
