The plaintiff was found guilty by the Greyhound Racing Control Board, a
statutory tribunal under the Racing Act 1958, of a breach of the Board's rules
and warned off for a period of five years. He claimed a declaration that the
determinations of the Board were void by reason of alleged procedural
irregularities and sought consequential injunctive relief and damages.
