A regulation prohibiting processions of persons or vehicles for other than funeral purposes from passing through the streets of the City of Melbourne, without the consent in writing of the Mayor, or in his absence, the Town Clerk of the city, and twenty-four hours’ notice to the police, is not unreasonable, and is within the powers given by Act No. 630, sec. 2, to any local authority to make regulations for the route to be observed in carriage and footways, and preventing any obstruction thereof.
